21 Questions

Posted March 6th, 2006 in Politics, Reflections by M

Mwai Kibaki and his government faithfully continue to portray the mind numbing absolutely crass stupidity that even now still leaves Kenyans reeling in amazement. The response from cabinet ministers continues to be disjointed, confused and verging on the ridiculous. Some of the Gallic shrugs given by some of the ministers are studies in innocent ignorance.

Kibaki
Mwai Kibaki

The head of state continues to issue a deafening silence that leads one to wonder if he

  1. Didn’t know about it but doesn’t want to look foolish even more foolish
  2. Did indeed know about it but doesn’t want to have to explain himself
  3. Sanctioned it himself

I simply do not understand how John Michuki and his fellows thought that this was a good idea. Even the stupidest politicans have an instinct of self preservation. I guess we’ll have to revise that particular view.

Word on the grapevine is that the masterminds of the raid were Michuki himself, one of Kibaki’s unofficial advisors Stanley Murage and the CID chief. The police commissioner and his other immediate deputies were blissfully unaware of the events. Some, including the Nairobi PPO answered the phone in pyjamas to be told of the events by journalists seeking answers.
The current leading conspiracy theories as to the rationale behind the raids

  1. Clever ploy to divert attention from Anglo Leasing and Goldenberg, which has implicated quite a few in the Kibaki administration
  2. Kibaki no longer cares — he knows his reputation is at rock bottom so he might as well enjoy himself
  3. A loud message to the press and to the opposition that the government is not to be trifled with

The most stunning revelation over the weekend was that there was going to be a second raid on a still yet to be determined location on Friday evening but a sudden downpour threw a spanner in the works.

It is difficult to determine which is more ludicrous — that the government would have the temerity to pull the same stunt again or that the tough, highly trained commandos who find it child’s play to wade into the jaws of death would be put off by a bit of rain.

Internal Security minister John Michuki arrogantly continues to stick to his guns, arguing that what the government did was not illegal. The man even had the temerity to brandish a copy of the constitution at this point. He then went on to accuse the Standard of “subversive activities”, a claim the Standard management have hotly denied.

President Mwai Kibaki, a Catholic, attended Sunday mass at the Holy Family Minor Basilica. The Archbishop of Nairobi wasted no time during his sermon decrying the deteriorating state of affairs. But true to his usual aversion for effort of any kind, Kibaki said nothing and his security men very energetically kept the press away from the president.

The Archbishop, when asked his opinion spoke volumes.

The buck stops at the top.
The very top.

Archbishop Ndingi

One of the good things that has come out of this is the unity of the Kenyan people. I have never seen Kenyans more united over any issue ever since the entry of the NARC government. Everyone from all stations of society have spoken out against this affront. The church, the press themselves, civil society, NGOs, corporate entities — have united in solidarity behind the Standard and KTN.

A very sobering issue in the whole business is that there is no complete chain of command in the security forces. The Police Commissioner Hussein Ali was blissfully unaware of the developments. One of his juniors, the CID head is the one who executed the raid. A visibly angry Commissioner arrived in Nairobi from the Seychelles yesterday and quite candidly told the press he knew nothing about the events.

Commissioner Hussein Ali

The fact that the commissioner can be unaware of such an exercise leaves me speechless with amazement.

The current chain of command I understand is as follows

Chain of command

So in the festivities the Commissioner was cut out of the loop and the CID chief run the operation, on instructions from the internal security minister.

Serious business indeed. It is very serious business when junior officials in the force have their own personal armies that they can deploy without consulting their seniors. I’m afraid of thinking of the implications of such a state of affairs. It beggars the question of just who is in charge. This especially coupled with the fact that the initial police statement accepting responsibility for the raid was crafted in State House

Predictions

  • Mwai Kibaki will do and say absolutely nothing on the matter and faithful to his usual modus operandi, hope that things go away.
  • John Michuki will continue smirking condescendingly from his perch
  • Documents will suddenly appear nebulously outlining some subversive activities from the Standard group
  • A 15/20 man commission will be formed and tasked to investigate the happenings and will be kept busy for the odd year. The report will then disappear into the netherworld.
  • To divert attention from this mess, the government will pull of something even more devastatingly stupid

My take on these events is that, however DUMB the Michuki’s et al may be they MUST have known the kind of flack the “Operation” would elicit.
Which begs the question… What was in those hard drives that seemed to be the target of the bust ??
If it was merely to shut down KTN for a few hours that would have been done by jamming their frequencies and saying dunno who done it when asked. I have a feeling that this is linked to crucial (read Damning) information on the Anglo – Leasing scandal. Thing is the Standard are not saying what was lost in terms of information etc.
    But thats just my take.

  • mruhya

M, u got one fact wrong theres someone out there that fully supports the attacks (other than the snakes of course). That would be KNUT.

  • http://prousette.blogspot.com Prousette

Grapevine, there’s damning evidence complete with proof on who really Anglo fleecing is/was.
There were just too many security guards to protect the president from journalists. You would have thought they were going to force the poor man to speak.
The govt has struck rock bottom and began digging deeper but WE SHALL NOT FORGET.

    SO You Don’t Forget:

Haven’t all of us noticed that whenever there is a weighty matter going on in this country, there is always some “stunt” pulled by the government of the day?
    Case 1.(This year only): Drought
    Stunt 1. Angloleasing:
My Point: Si we feed the people who are dying first, then we deal with the Who stole the cookie from the cookie jar. Its not likely akina kirubi and mutula will return the “Tokens”
    Case2: Angloleasing:
    Stunt 2. Goldenberg Report
My Point: How coincidental that the report be handed to the prezzo at a time when his cronies were being fired. Evidently none of these politicians wants to go down alone! When sh8t hits the fan……… Yup!
Case 3: Calls for Parliament to reconvene (to yet sh8t on us by passing 2 motions the whole year)
Stunt3. Govt brazenly attacks and destroys material allegedyly insulting to the “snake”(oops.. State)

Final point: Believe you me, even before the noise over the attack is over, there will be crisis in the name of akina Ruto(“Mr Clean” Ha!), Raila(“Sacred” cow), Kenyatta(Huh?He’ll still be surprised), Nti-something thats a million years old and others.
    Meanwhile:
1, The people are still dying of hunger
2, We still need donor funding coz our coffers are empty
    3, The ASS’T ministers get a raise
4, Budalangi is soon to be flooded out what with the rains and all
5, Our roads are still pathetic (Even after the decorations were replaced by some sorry excuse for tarmac
6, We’re still being terrorized: By thugs for the little we take home, and the taxman for the little we’re yet to earn
7, Celtel, Safaricom and the banks are making a huge profit at our expense by inflating their rates!

    Lest we forget.

  • http://www.milonare.blogspot.com Milonare

Where does it all end? How far will these nincompoopoos go? For how long will we take this?

The first gentleman has outdone the first lady on this one pants down. In fact, all that was missing was him at the Standard building in torn Pyjamas…

Such displays of foolishness are truly an art. They need planning and careful thought. One can’t just be naturally that daft. It takes practice!!

  • http://wherehermadnessresides.blogspot.com Rombo

*out of the woodwork and into the discussion. at last.*

Second, Archbishop Ndingi is absolutely right, the buck should weave its way through the administrative structure and stop at the very top. I think Kenyans are too quick to make excuses for the President: we did not give Kibaki’s advisers, whoever they might be, the mandate to run this country.

Sometimes our president behaves as though the presidency is a trophy he won after a long, hard political career, that he carried home with him to display in a cabinet for five years before the next Kenya Political Games. He seems almost oblivious to the fact that it is a job we employed him to do.

Third, I’m a fan of Hussein Ali’s and was glad that he had nothing to do with the raid but I was disappointed that he did not cut short his visit to the Seychelles and return to Kenya sooner. I think the situation merited it.

Oh, and it hadn’t struck me how ludicrous it is that highly trained elite commando squads were put off by rain, LOL.

  • http://whisperinginn.blogspot.com Whispering Inn

    Amazing leaders these are!

What about the mercenaries who apparently led the raids?

  • http://www.vituvingisana.blogspot.com VituVingiSana

Whereas the raid might look idiotic, I have to subscribe to the diversionary tactics. This is a plot within a plot.

There has been minimal news reported on Anglo-Fleecing. Remember it was Ali who ordered the Anglo-fleecing suspects to surrender their passports not the CID or KACC. KACC is run by ringera, one of the many GEMA/Mt.Kenya Mafia operatives, & a close friend of kiraitu murungi.

There may be nothing tribal about the raid but the major players (murage, michuki, kagwe & kamau) behind the raid are all kikuyu. Could they be protecting one of their own?

The inaction by kibaki could be attributed to his knowledge of the raid & the reasons/intentions behind it.

Kenyans must not lose perspective & continue concentrating on bringing to book the perpetrators of the financial scams.

  • http://www.vituvingisana.blogspot.com VituVingiSana

As Sammie points out, the plots within plots…. check out bankelele’s blog as well…. So the raid & then the KenGen IPO is announced…. what timing!

The IPO opens on Mar 20 – ONE day before Parliament opens – then the public is more concerned with a piece of KenGen then the opening of parliament….

Anyway, the government will start advertising that the IPO is a “positive” by the government in empowering the Wanainchi….

Apparently the government is selling its shares & pocketing the proceeds… the right thing to do would have been for KenGen to sell shares, retain the proceeds for FURTHER development!

The KES 8 Billion will go to the CORRUPT government who will misuse the funds now that the other scams have been put on hold…

Kĩrimũ kĩhithaga rwembea-inĩ rwa nyũmba kĩũĩ gĩtikuonwo (the fool hides himself under the eaves of the hut and thinks nobody will see him).

Ati, 21 questions? Good analysis, though. I am still wondering how Michuki can be Security Minister and yet has this stupidity to hire mercenaries. Does he want us to applaud him on that move?

  • http://mywordsonly.blogspot.com Acolyte

It is amazing how people in the gvt are working at cross purposes. They waited or rather sent the police commish out of town and did their dirty work leaving him looking like an idiot.I think that his number 2 must go!Also anything that the gvt says has been found on those comps should be taken with a pinch of salt as they could change the hard drive contents to suit their own twisted purposes. It galls me how ppl like Michuki can be proud of their actions even though they go against the spirit of the law.
And as all this happens Kibaki ignores the elephant trunk and feet that are creeping into his house.I am sure you all remember the story of the man who built a hut and allowed an elephant that was feeling cold to put in his trunk. And slowly but surely the elephant pushed in the rest of himself eventually pushing the man out. That’s the current state of affairs. All this corruption and poor governance is pushing Kenyans out of their hut (Kenya)…

Only in kenya can we have such useless pple as leaders….Like i said before 2007 is just around the corner.

As for kibaki…..senile! thats all i can say!

Michuku…. he will find out that this bone is abit too tough even for his “tough” canines…he’s way over his head in this!

Perhaps no one is in charge. Perhaps the last person to leave forgot to switch the lights off. That’s certainly what it is beginning to seem like. Excellent post, brudder: I especially love the bit about the rain. Ludicrous both coming and going.

M, despite the fact that i feel that the Standard has been a bit biased on what they cover and well may have touched a few raw nerves. (For Example when the Ministers and Assistant Ministers enmass resigned after the referendum, Standard cashed in by having a special edition)
We all even know who owns the Standard and it has lived well to its owner’s wishes; it has been beautifully BOLD

The Raids on the Standard Group cannot be justified even by flashing a constitution (the same that Kibaki used to sack all his ministers if you remember) in a way to tell you this is the constitution you refused to do away with.

I am even more convinced that Kibaki knew all this. HE MUST HAVE.There is proverb that says even a fool can appear clever if he chooses to keep quiet. And Kibaki will not speak. Not today or tomorrow.

We hear rumours now that there are 2, maybe 3 police forces operating in the City in The Sun. Only one of these is loyal and answerable to the legitimate Chief, Brig. Hussain Ali. This kind of information alarms me greatly. I find it difficult now to sleep at night and it was well past the midnight hour that I finally succumbed to the sleeping pills and fell into a troubled slumber. That was just the start of my nightmare.

I had this horrible dream. I dreamt that I was the director of the Kenya National Museum. As I sat at my desk at 0900 hrs playing sudoku, Derek Iczuma, my assistant came in brandishing the morning paper and 2 cups of pure museum hill coffee. The stunning headline was stronger than the coffee aroma. It read: Real Police Avert Yet Another Midnight Raid!

I grabbed the gazetti from Derek and quickly read the story which went like so:

The normal kenya police flying squad last night intercepted a gang of armed, hooded “cops” travelling in tuk tuks near museum hill. The group of 65 commando thugs from the elite kanga squad who did not have a single kikoi between them offered no resistance when they realised that they had come face to face with the real cops. They removed their balaclavas and begged not to be shot.

Their leader, CID officer, Jozeph Karmau broke down in tears and blamed the whole operation on insecurity minister John Muchuku. He said, ” Michuku phoned us 2 hours ago and asked us to break into Nairobi Snake park. The mission was to neutralise the askaris and locate the endangered species enclosure. Our orders were take away all the snakes, lizards and chameleons,” He said. We were to kick and beat up anyone who presented any resistance. As you know, hatucheki na watu”

“We were also ordered to enter the insects enclosure and collect as many specimens as possible.”

He went on further,” Our second task would have been to break into the directors office and pull out his fax and answering machines.” The police had finished tying up the suspects at this point. A sobbing Karmau added, “These items were to be taken outside and set on fire as a matter of national security as they were quite likely to be used for subversion.”

The Police spokesman Jasffer Ombatie was not available for comment.

A source who asked to remain anonymous said that he believed that the real reason for planning the raid was because the snake loving minister wanted to collect discarded snake skins which the reptiles shed at this time of year. It is believed that he was keen to make 2 beautiful handbags, one of which he was going to present to the lady justice minister who recently justified the oppression of the media. The other, it is alleged, was for the information minister who is his beloved thug in law.

A loud thunderclap shook the whole house and I woke with a start. It took me several seconds to realise it was all a bad dream.

in the spirit of true east african cooperation, it is warming to the heart to see our brothers in Nairobi doing as we did here with the “Black Mambas” defiling the High Court premises during the treason trial of 22 suspected PRA rebels. when the possibility arises that the courts of law, and those of public opinion, will find your case as a government wanting, send ina bunch of highly trained paramilitary men, in full view of wanainchi, the media, diplomats and the world at large.

Wow!! the Kibaki government has disapponted a few million people to say the least.
Sad that we cannot have a HONEST government.
I think its time we the people of Kenya reunited and decided what we want with the future of our country because i may not know much about the real politics in Kenya at the moment, but looking in from outside; its time we the people re evaluted who is running our country.
And if he cannot as much as speak up either to speak for or against things as they are, then i am sorry to say but our President is a coward!

It seems as though our political system is designed to (S)elect those whose narcissism, and hunger for power overwhelms their professed, and often regurgitated concerns for the welfare of their fellow citizens.
Who’s to say the ODM ‘heroes’ of today’s ‘freedom march’ won’t fall into the same trap..as is already evident. Today was a great initiative though, the people came in droves to support The Standard. We’re yet to see any significant moves towards effective governance from my Othaya brother in response.*waiting to be pleasantly surprised If he does*

What’s more interesting is the tribal factor in this whole saga. It just follows the trend of the past referendum. It surprising that the majority of people who pass the despeakable actions taken by the Police on the Standard group as legal are aligned to one prominent tribe (/group of tribes).

Check out the names that pop up in the media: Michuki, Kagwe, Kamau, prominent Narc Activist (Wambui, but do we say), Karua, Wamwere, Murage … (watch this space for more names)

You are just left to wonder when this tribe will learn the same point drove home by the referendum. Regardless of them being the largest tribe, they need to know Kenya is for Kenyans. And them against the rest of Kenyans won’t work coz they ain’t got the numbers. I think another showdown is looming…

You can’t blame me, when in today’s news, the govt got new PS’s Kiamba and someone else (can’t recall name, but make the obvious guess). Indications are rife that Hussein Ali may resign, and guess who will replace him. Kamau? Murage? Let’s see.

  • Shiroh

Do you see you miss the whole point. You are following their footsteps; tribalising issues.

The person who is crucial and working for this Govt for example in the City council and does not sweep is not a Kamau.

    PREDICTION:

Wako will enter into a Nolle Prosequi once the hullabaloo has gone down. An example is when roocy kibaki slapped Clifford Derrick. Derrick huffed, puffed & sued but the ever faithful wako entered into a NP… so down the drain went the “punishment” due roocy.

When the prezzy OPENLY defies the call for michuki to be brought to justice for the abominable raid, me thinks he knew…

I thoroughly enjoyed the “kibaki senile” article reproduced by many bloggers & originally published in one of the smaller Kenyan newspapers… The facts might need checking but the logic was there!

IMO many of you give these people too much credit. You believe that this is a well considered manoeuver on the part of the Kibos & Miches of the world. It is not. They have no idea.

By accident of birth I am one of them — but I cannot for the life of me understand how the current sense of hubris has manifested itself.

Heck even I would not vote for them in 2007.

lol. what i find funny, is that it’s not just tribalism. It’s a bunch of villagers who juana. It’s like they are hitting out at all these guys who’ve always considered them “shao’s”. If yu knew their background, yu’d b amazed. This one supplied maize to that one, this one allowed that one to mek 20 thao when he was broke and a nobody, this one married that one’s daughter…etc. This mafia connections are paying loyalty but calling them Mafia is spoiling the “mafia”ideology. Mafioso use experts for proffessional stuff. These guys hire a bunch of foriegnors and cops, all computer illiterate, did i say computer? sorry…machine….and tell them to bring “hizo vitu ziko mbele ya tv ya compyuta”.well…everything about their plans sucks. But for me , the important thing is that in all their shadyness, down to refuting knowledge of the raids et al, they expose their arrogance and personal lack for detail plus ignorance about hoodwinking…read etiquette. okay…that is French to them and we know no M or alias or relative speaks it..hehehhehe…..no joke however…is the fact that we shall not be silenced…yaani “The hisser” thinks we shall never have an enquiery into his misdeeds while in office? and …ahm not talking about The Standard Raid. Siku inakuja.
