Whither Francis

Francis Xavier Ole Kaparo is the grim, tough talking speaker of the current loud yet mediocre parliament. Generally when he speaks, people tend to listen. Having 250  or so members of parliament  of varying levels of maturity and intelligence under your thumb is not a task for the faint of heart.

However this last week Francis has been speaking in a manner likely to suggest that his wig is too tight, or the flatulence of honourable members have interfered with the knitting of his thinking cap.

I listened with stunned amazement when Ole Kaparo with a perfectly straight face told us that

Kenyan members of parliament are overworked

At this juncture quite a number of honourable members had composed themselves for slumber and their snores were shaking parliament’s rafters.

I pinched myself very hard just in case I was sleeping, or was operating in a parallel universe.

The very notion of an overworked MP is something my mind is struggling to grapple with. Running over the MPs I know by name, and picturing their rosy cheeks, considerable girth and third trimester like bellies, it is difficult to reconcile that image with the sweat of back breaking honest toil.

Driving from Being driven from the parliamentary canteen to a public rally, where they wear loudly clashing t-shirts and clutching flowers or oranges (as the case may be) can by no stretch of the imagination be construed as work.

Just how are these fellows overworked? Most of them do  not even go to their own constituencies, so how, pray tell, can they claim to be overworked?

Unless of course our speaker is referring to the hard work of ruthlessly attacking samosas, biscuits, queen cakes and mabuyu at the parliamentary canteen.

The other stunning declaration was that

The media should not capture sleeping MPs on film

This was in reaction to the hilarious footage from the parliamentary opening.

Within minutes of arriving and lowering their considerable girths to their seats, the sandman ruthlessly resumed his duties.

Hitherto bone dry Parliamentary leather suddenly had a coating of parliamentary drool from honourable members who were so overwhelmed with their back breaking work that even after a three month recess they were fast asleep within minutes of lowering their honourable backsides to the leather.

The president had just welcomed them back when the first snores rattled the rafters and within ten minutes a symphony in B major was being orchestrated, with NARC-Kenya snoring in bass, ODM-Kenya snoring in Alto, Ford People in fine voice in soprano and Ford Kenya handling the alto with aplomb.

Mungatana clutched his blankie closer. Kajwang clutched his teddy bear closer. Munyao and Karume sucked their thumbs. Gumo and Ndolo in their sleep groped for their sippy cups.

I find it preopostorous that Kapro can make such a request. In fact if possible Kaparo should have his head smacked.

OF COURSE they should be captured on film! Have they forgotten a simple tenet — that the MP is an employee of the people?

I’m working very hard to transition from employee to employer and i jolly well know i will be very interested in any employees of mine who take my money and sleep instead of working!

Xavier my man, your MPs are our employees and we damn sure have the right to know what they are doing during office hours!

    What an idiotic comment… reminds me of Animal Farm where Squealer (mutua & now kaparo) would justify anything the pigs did!

    Hello M. I trust that you are well?

    First things first; MPs overworked is an oxymoron, that is impossible. The other problem we have is that its only during the parliamentary opening session that we can have cameras in there. Further, in the British parliament they only allow them to cover the discussions and cannot focus on any member who is asleep unless they are mentioned at the time to answer a query relevant to the discussion. The cameras are not allowed to portray “honourable” members of the house in a manner that can be construed to be derogatory or seen to be for entertainment or ridicule. That i can see happening here – si they ongezad their mshahara, they will allow the cameras in then muzzle them! Ah well!

    I watched in utter disbelief as Hon.Kaparo uttered those words.used to think the guy was looking out for us, grave assumption that.

    I used to think nominated MP Mutula Kilonzo was a reasonable man but listening to him supporting Kaparo that sleeping MPs should not be captured on camera almost cracked me up. Ati sleep is “sacred” and therefore it shouldn’t be put in camera. I hope he was trying to be funny!!

    on the good side, this years general election has attracted some very sober minds and young talent viz PLO, nyambane, kaimenyi etc. i am sure things will improve, the older order is going and very fast too.

    secondly i don’t really agree that ole kaparo was the best man for the job, its just that he was seen as safe, yaani non ambitious and hence would not step on anyones toes. thats normally the predicament of the African elections. people hate ambition and the less ambitious you are the more likely you are to be elected. the unfortunate thing is the less ambitious you are the less capable too.

    Whoever told Kaparo that playing to these people’s tunes will earn him another term he lied to the old guy. He should stand by his word and correct them where they are wrong. Can Kaparo and Kivuitu switch places?

    Hmm… my employees earn fat salaries, insist on making up their own job descriptions, are caught napping on the job then send their union rep to complain ati I am robbing them of dignity by insisting that I want to know what they are up to at the work place. Considering that these positions legally require no experience or qualifications whatsoever, am I justified in kicking out these cartoons?
    So, M considering recent actions of gava aren’t you worried you may be handed over to the gava of Turkmenistan?

    To be honest, while I am encouraged that people of PLO’s stature may be in the next Parliament, I think it would be prudent to hold off judgement on their sobriety till after. I remember people like Kivutha Kibwana, Martha Karua and Mukhisa Kituyi used to be sober till they drank from the poisoned chalice of power.

    Patrick, you are so right! Personally I am convinced that there is a mdudu in the seats in parliament which attacks the brain cells of anybody who sits on them. How else can we explain how quickly our MPs turn from Homo Sapiens to Homo stupidicus?

    Some people have noo shame at all in whatever they say. Sometimes I wonder if they ever think before opening heir big,old, toothless mouths before speaking. Ati overworked.. How?? By making fake promises to people ama??
    Kwanza the issue of sleeping should be broadcasted internationally, so everyone sees them.. Shame on them :(

    Seems Akon isnt the only illegal alien in the joint! Me thinks that is a clone of Kaparo that has been put in place because that is a 189 degree turn from what he had been saying earlier.
    Overworked?! Sheesh words lose meaning everyday. I think we should indeed spare the MPs families the pain and indignity of knowing that they sleep at work.
    Let’s wait for the next words of “wisdom” that will come from his mouth.

    That whole issue of good folks turning bad when they get into parliament is something a number of my friends are worried will happen to people we have known for a while that are running for seats in this year’s election. Hopefully they will be immunized against that disease!
