Part of the justification for governments, NGOs etc taking people out of town for all these workshops is that if they were to be held in town, participants would not show up/show up late/leave early etc.

It is also claimed that this sort of arrangement encourages full participation and enables participants to work from early in the morning til late at night.

I neither endorse nor agree with this view. I have zero experience organizing or participating in workshops but I think that if people are committed to being productive they can be so anywhere.

That is just the argument that government/NGO types make when I mention what a colossal waste of resources many of these events are.

I'm sure there's a whole explanation (complete with typing errors) on why it just wont do to meet in Nairobi. They have to be in a serene environment where the coolness of the beach and the tide calms their senses enough to think.

The Serena people ain't complaining. They get 210 luxury suites (minimum) plus all the sales from the overpriced food and alcohol that goes with it Rather I could vouch that they've even got some sexy counter-argument about how the high profile nature of the talks will boost tourism and help the economy.

Well said. I could organize for them a seminar at a tenth of that cost and still be 6 star.
